Scope: create a tool for fraud managers that will be easy to set or determine rules that the system could identify suspected accounts

Rules settings:

1. The system will have an overall setting to:
   * Prioritize and escalation (don’t run the next service if a criterion is met) services
   * Auto/manual activation
   * Disabling services
2. Each feature will have its own settings and rules set
   for workflow
